I. Chèque Relance Export
Did you know that "France Relance" has a section dedicated to exporting companies, prioritising SMEs and mid-sized enterprises, in their export prospecting efforts ? What do you know about the export recovery voucher?
Indeed, with the aim of strengthening the international impact of French companies in the context of economic recovery and increased foreign competition, the government has established a set of programmes to financially support SMEs and mid-sized enterprises in their export prospecting efforts.
These measures are implemented for the duration of the recovery plan or strengthened. These measures are:
- Strengthening the resources of export insurance : for the benefit of SMEs and mid-sized enterprises venturing into export. A tool that enables the financing of more projects to support the ecological transition and the smaller projects.
- Financial support for SMEs and mid-sized enterprises purchasing export projection services: the "export recovery voucher". A scheme extended until 30 June 2022, within the limits of the available credits from the export component of France Relance.
- VIE Relaunch Voucher: A financial aid provided by the State to companies that recruit a young international business volunteer (VIE) aged 18 to 28 to send on a mission abroad. The State covers €5,000 for sending a VIE on a mission by a small or medium-sized enterprise (SME) or intermediate-sized enterprise (ETI) (limited to two per company). The VIE voucher also finances the international deployment of VIEs from short training programmes or from priority neighbourhoods under urban policy (QPV): in this case, the amount of the voucher is increased to €10,000 since 1st September 2021.
- Doubling of the envelope of the Fund for Studies and Assistance to the Private Sector (FASEP) up to €50 million, to further support exporters who are positioning themselves on infrastructure projects in emerging countries and to enable the financing of studies for infrastructure and demonstrators for innovative technologies, particularly in terms of technological transition.
- Digital tools: establishment of a market information monitoring system, personalised and free for exporters, offered on the platform of Team France Export (TFE) creation of three sector-specific e-showcases on which SMEs and mid-sized enterprises can be listed.
- Project Funding thanks to counter-cyclical support through export financing. The French government plays a counter-cyclical role through its range of export financing tools, including export credit insurance, export risk guarantees and Treasury loans, to stimulate economic activity. An additional EUR 10 billion in exports can be supported each year.
Having outlined the various schemes put in place by the government to encourage and support companies with exporting, we will now focus on the topic of this article, the Export Recovery Voucher (CRE). Introduced in 2021, this scheme is a national grant that can be combined with regional measures, within the limit set by the European de minimis regulation.
The deadline for carrying out services eligible for the Export Recovery Voucher, initially set for 15 June 2022, was extended to 15 April 2023.
The eligibility application must be sent to the management unit no later than 15 December 2022, and before the service is carried out. The number of vouchers per company has now been increased to six Export Recovery Vouchers, whether for individual or collective services.
What is the Chèque Relance Export ?
The "Cheque Relance Export" is a “France Relance” scheme designed to strengthen the competitiveness of French companies seeking to expand internationally, in a context of economic recovery and increased foreign competition.
Since 2021, in order to secure and sustain the export growth of the most committed very small businesses and SMEs, “France Relance” has added the Export Recovery Voucher (CRE) to its programme as a dedicated component for exporting companies.
The "Chèque Relance Export" is a national scheme under the export component of the French government’s France Relance recovery plan, aimed at French SMEs and mid-sized companies to support their international expansion. This government grant enables them to receive support for their export initiatives by facilitating preparation and connections with foreign partners.
II. What it covers
This scheme covers 50%, up to a capped amount, of eligible expenses (excluding VAT, with a minimum value of EUR 500) for international support services for French SMEs and mid-sized companies.
It provides real support for services ranging from preparation in France to market prospecting abroad.
These "vouchers" can be used for all collective actions under the France Export Programme taking place no later than 15 April 2023, the final day of the service if it spans several days, as well as for individual services, preparation and or prospecting, provided by Team France Export and approved private service providers in France and abroad, including:
- up to €2,000 for individual support services, including export audits and diagnostics, export strategy structuring, market prioritisation, individual prospecting, communication and market studies, among others, plus up to €800 per voucher if the application includes an additional text translation service.
- up to €1,500 for collective support services targeting key markets, including collective prospecting, business meetings, and more, plus up to €800 per voucher if the application includes an additional text translation service.
- up to €2,500 for participation in a France Pavillon at an international trade fair, plus up to €800 per voucher if the application includes an additional text translation service.
The Chèque Relance Export “Training” covers 50%, up to a capped amount, of eligible expenses (excluding VAT, with a minimum value of €500) for a one- to two-day continuing training course on specialised international topics, intended for business owners, export directors and their teams within very small businesses and SMEs, up to €1,500 for a continuing training service on specialised “international” themes.
Companies can benefit from the Chèque Relance Export once their eligibility application has been submitted and verified by a unit dedicated to this procedure, no later than 15 December 2022, and within the limit of six Chèque Relance Export vouchers regardless of category, whether for individual or collective services, and one Chèque Relance Export for the Training category. The amount of the grant will be paid after the service has been completed, upon submission of supporting documents.
The national support scheme “Chèque Relance Export” can be combined with regional support, subject to eligibility, within the limits set by the respective regulations of each scheme.
Who can benefit from Chèque Relance Export ?
SMEs and mid-sized companies are eligible for the Chèque Relance Export, the Chèque Relance VIE (except for vouchers awarded for recruiting young people from short training programmes or from priority neighbourhoods under the city policy, which large companies may also benefit from), and the Prospection Insurance Support scheme.
